Responsibilities:
Oversee the overall procurement of offices
Centrally administer, monitor and co-ordinate contracts across all Offices and Business Units, covering the entire procurement life cycles from pre-tender, post-tender and contract management as follows:
Draft or review draft tender documents to ensure compliance with Procurement Policies and Guidelines;
Liaise with legal counsel for all procurement matters;
Draft or review draft and Liaise with COE and/or legal counsel for vetting of the documents;
Ensure timely submission of all security deposits / bankers’ guarantee, insurance policies, or any other relevant documents by the Contractor as part of the contract;
Oversee to ensure that the Offices involved in the contract regularly monitor the contractor’s performance with monthly report, and the contract is properly fulfilled by the Contractor;
Administering self-audit system for the units and also conducting necessary audits.
Oversight of all Procurement process and system to provide procurement expert support in order to ensure it is streamlined for increased efficiency, user friendliness for operation units to reduce errors
Co-ordinate central filing/ digitalization of all contract documents, and provide contracts updates to the management monthly.
Requirements:
Degree in Building, Real Estate Management, Quantity Surveying or relevant discipline
Minimum 8 years of relevant working experience in procurement in government/ education/ real estate/ Facilities Management/ Hospitality/ Transportation goods and services
Good working knowledge of government procurement procedures would be an advantage
Strong contract document drafting skills
Good inerpersonal and communication skills.
